March 8th, 2010 by chriswhiteHERTFORDSHIRE COUNTY COUNCIL
TEMPORARY CLOSING AND TEMPORARY WAITING RESTRICTIONS IN VARIOUS ROADS IN HARPENDEN AND ST ALBANS
(Extracts relevant to St Albans Central Division)
NOTICE is given that the Hertfordshire County Council intend to make an Order under Section 14[1] of the Road Traffic Regulation Act 1984, to prohibit all traffic from using the following lengths of roads, except for access and to prohibit all vehicles from waiting on both sides of these lengths of roads whilst works are in progress:-
7. that length of Beaumont Avenue, St Albans from its junction with Sandpit Lane south eastwards to its junction with Beechwood Avenue, a distance of approximately 801 metres.
8. that length of Cannon Street, St Albans from its junction with A4147 Folly Lane north eastwards to its junction with Folly Avenue, a distance of approximately 182 metres.
17. that length of Palfrey Close, St Albans from its junction with Waverley Road south eastwards for its entire length.
24. that length of Waverley Road, St Albans from its junction with Normandy Road south eastwards and north eastwards to its junction with Townsend Drive, a distance of approximately 409 metres.
25. that length of Woodstock Road South, St Albans from its junction with Brampton Road southwards to its junction with A1057 Hatfield Road, a distance of approximately 263 metres.
The purpose of the Order is to enable carriageway repair works to take place.
It is anticipated that the sections of roads will each be closed and the temporary waiting restrictions will be in place between the hours of 7.30am and 5.30pm (Mondays to Sundays inclusive) for up to 10 days, sometime during the period 6 April 2010 and 6 November 2010, when signs are in place. Alternative signed routes will be provided for traffic whilst the road closures are in place.
If you have any queries about the carriageway repair works, the temporary road closures or the temporary waiting restrictions, please contact the Project Engineer concerned Dave Whelan tel. 01707 356200 at Hertfordshire Highways.

Councillors launch controlled parking survey in Clarence
March 3rd, 2010 by chriswhiteConcerns are again being expressed about the effect of First Capital Connect’s charges on local streets. Until FCC loses its franchise, exorbitant car parking charges are making commuters park in streets around the station (and sometimes some distance from the station), causing inconvenience or worse to local residents.
Local councillors have decided to launch an on-line and written survey of the views of local people.
New London Road parking restrictions proposed
February 16th, 2010 by chriswhiteRaymer Close
November 23rd, 2009 by chriswhiteResidents have been complaining for some time that their close was becoming an informal car park, restricting their access. After a number of false starts Herts Highways tell me that the traffic orders for to restrict parking will be advertised soon. There will then be 21 days for objections.
Parking at corner of Jennings and Churchill
November 21st, 2009 by chriswhiteHow incompetent can Herts Highways get?
November 18th, 2009 by chriswhiteThey manage to mess up virtually everything but this one takes the biscuit.
There have been frequent requests for yellow lines at the corner of Churchill and Jennings Road. This is to prevent pavement parking and is a safety measure to protect young people. I was frequently assured that this was in hand and would be in the next batch of traffic orders.
Tonight there is a meeting of local residents and I asked for an update. The officers say they know nothing about it. Their boss now admits that it has ‘fallen off the radar’.
Another broken promise.

New automatic parking signs - some teething problems
August 27th, 2009 by chriswhiteResidents will have noted that the signs are still being tested. There are issues with predicting correctly the numbers of free spaces in the London Road car park - it is pay and display and the numbers can be distorted by the passage of vehicles to and from private parking provision.
There is also some contractual work to be done in relation to the Maltings.
Meanwhile, some of the new direction signs are going up. The old ones will come down shortly and there will be a net reduction in posts: so more information and less street clutter!
Flora Grove area parking survey
July 9th, 2009 by chriswhiteResidents are asked to feed back to us their views on the effectiveness of the commuter ban in the following streets: Flora Grove, Edward Close, Shirley Road, Breakspear Avenue.
District council officials are suggesting that it might be better if there were a ban between EITHER 11 and 1 OR 10 and 12.
We would welcome your views on this.
Clarence Road parking: update
June 19th, 2009 by chriswhiteNote from the District Council to local councillors
I can confirm that the signs and lines have been ordered for the new restrictions in Clarence Road.
However, the painting of the lines will be delayed until the middle of July as we will be co ordinating with Herts Highways. Herts Highways are planning to close Clarence Road for a couple of days as part of the 2009 Street Scene initiative, this will involve gully cleaning and road parching, both of which would damage the new paint.
Once the order is sealed enforcement will then commence, as soon as the final date becomes apparent, I will be updating members and residents alike.
