I have received the following letter and would welcome feedback from the public:

Folly Lane, St Albans – Proposed Pedestrian Crossings
As part of measures to improve conditions for road users, especially pedestrians, Hertfordshire Highways has been investigating the possibility of providing a pedestrian crossing on Folly Lane between the junctions with Church Crescent and Verulam Road.
Following a feasibility assessment, two sites have been identified as potential locations for new pedestrian crossings. The site positions are illustrated on the location plan enclosed with each site option shown in further detail on the two respective design drawings (also enclosed).
Site 1: This proposal would provide a designated crossing point for pedestrians wishing to access the southern side of Folly Lane to reach the recreation area and Verulam Road beyond. This would be in the form of a Zebra crossing. It is hoped that this scheme could be co-ordinated with improvements to the park entrance at this location and the footpath connecting to Verulam Road (where a new humped Zebra crossing is being completed).
The new crossing would necessitate the relocation of the bus stop on the southern side of Folly Lane to a position further west toward the Total garage access. The effect on local parking would be the loss of parking outside number 128 where currently one or two vehicles have been observed to park.
Site 2: This proposal would provide a designated crossing point on the most utilised pedestrian desire line linking the northern side of Folly Lane with the Church Crescent area. This would be in the form of a Pelican crossing. Due to the downhill gradient, nearby junctions and limited visibility at this location, further measures such as an extended area of anti-skid surfacing on the downhill approach and additional signal heads would be necessary. This scheme would require the removal of the two nearest marked parking bays on the southern side of the road. Also, the existing eastbound bus stop would need to be relocated to a position further east away from the crossing.
Prior to proceeding with a detailed design, we are inviting feedback from yourself and your fellow County Councillors to gauge the level of support for the proposals. Please reply in writing as soon as possible, preferably by 30th June at the latest, with any comments you may have.
