Free parking in Council owned NCP car parks 29 April

On Friday 29 April 2011 – the day of the Royal Wedding and a bank holiday – all Council owned NCP car parks in the district will offer parking free of charge.

London Road – sorted

There are now yellow lines down between the junctions with Grosvenor Road and Alma Road and traffic now flows smoothly again. Thanks to local residents, motorists cyclists, buses and emergency services for their patience in getting this sorted.

No thanks at all to First Capital Connect whose rack rent parking charges have driven people to park away from the station.

Alleyway between Dalton Street and Bernard Street

The status of this path has been clarified and it is a right of way. It is also a vital part of the rather limited parking facilities for the area. As a compromise, Chris has agreed that it be lined to indicate which parts of the alley are reserved for pedestrians and which can still be used for cars.

Hopefully, therefore, everyone will be able to access on foot or in wheelchair and no-one will lose any parking.

Verge parking on Beechwood Avenue

The county council is no longer prepared to put in posts in the Beechwood Avenue verge: these cost £100 each. They also cause problems to the district council in relation to grass cutting.

While this is a disappointment to many, the district council is bringing in verge restrictions street by street. Chris will press for Beechwood Avenue to be high on the list.

Parking update: Beaconsfield Road

Beaconsfield Road: there needs to be yellow lines outside SS Alban and Stephen Church to provide proper sight lines around the main entrance. This was previously not a problem because of the bus stop outside number 14. The bus stop is now defunct. Chris is pressing the county and district councils to proceed with this as quickly as possible.

Parking update: Avenue Road

Avenue Road: given that there will have to be the loss of some places to provide visibility improvements, the county council is talking to the district council about losing some of the yellow lines further away from town which seem to be performing no useful function.

County council struggles to paint yellow lines at junction of Waverley Road and Palfrey Close

The county council has yet to paint the agreed yellow lines on the corner of Waverley Road and Palfrey Close due to the continuous presence of parked cars – the same parked cars which are causing a hazard.

Notices have been sent round and cones have been put out – but to no avail. The notices have had no effect (presumably because these are not cars owned by local residents) and the cones are simply moved.

Herts Highways has now asked the police for help in clearing the corners so as to allow the lines to be painted.

New parking restrictions announced

HERTFORDSHIRE COUNTY COUNCIL

TEMPORARY CLOSING AND TEMPORARY WAITING RESTRICTIONS IN VARIOUS ROADS IN HARPENDEN AND ST ALBANS

(Extracts relevant to St Albans Central Division)

NOTICE is given that the Hertfordshire County Council intend to make an Order under Section 14[1] of the Road Traffic Regulation Act 1984, to prohibit all traffic from using the following lengths of roads, except for access and to prohibit all vehicles from waiting on both sides of these lengths of roads whilst works are in progress:-

7. that length of Beaumont Avenue, St Albans from its junction with Sandpit Lane south eastwards to its junction with Beechwood Avenue, a distance of approximately 801 metres.

8. that length of Cannon Street, St Albans from its junction with A4147 Folly Lane north eastwards to its junction with Folly Avenue, a distance of approximately 182 metres.

17. that length of Palfrey Close, St Albans from its junction with Waverley Road south eastwards for its entire length.

24. that length of Waverley Road, St Albans from its junction with Normandy Road south eastwards and north eastwards to its junction with Townsend Drive, a distance of approximately 409 metres.

25. that length of Woodstock Road South, St Albans from its junction with Brampton Road southwards to its junction with A1057 Hatfield Road, a distance of approximately 263 metres.

The purpose of the Order is to enable carriageway repair works to take place.

It is anticipated that the sections of roads will each be closed and the temporary waiting restrictions will be in place between the hours of 7.30am and 5.30pm (Mondays to Sundays inclusive) for up to 10 days, sometime during the period 6 April 2010 and 6 November 2010, when signs are in place. Alternative signed routes will be provided for traffic whilst the road closures are in place.

Councillors launch controlled parking survey in Clarence

Concerns are again being expressed about the effect of First Capital Connect’s charges on local streets. Until FCC loses its franchise, exorbitant car parking charges are making commuters park in streets around the station (and sometimes some distance from the station), causing inconvenience or worse to local residents.

Local councillors have decided to launch an on-line and written survey of the views of local people.
